These people are probably the doctors and staff at Elmira's Watercure on East Hill. The Watercure was a sanitarium similar to many around New York State at the time. A place to go to receive water therapy for curing many illnesses. Hot water, cold water, steam, and ice apparently were beneficially to many patients. One of the next door neighbors up the hill was Mark Twain (Sam Clemens).
